What is Title IX?

“No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subject to discrimination under any educational programs or activity receiving federal financial assistance.” – From the preamble to Title IX of the Education Amendments of 1972 (Read Title IX in its entirety)
Title IX of the Education Amendments of 1972…
protects people from discrimination based on gender in education programs and activities that receive federal financial assistance. In 2001 and again in 2011, the Office for Civil Rights stated that “the sexual harassment of students, including sexual violence, interferes with students’ right to receive an education free from discrimination and in the case of sexual violence, is a crime.” (DCL 2011)
Title IX requires that institutions of higher education take immediate and effective steps to end sexual harassment and sexual violence on campus.
Our Sexual and Relationship Violence Resource Guide for Syracuse University Students is one way that Syracuse University hopes to educate students on their rights under Title IX, resources to assist students on how to get support after an incident has occurred, where students can go to file a report, what interim actions can be taken to support students, information about the investigation and conduct process, and information on how bystanders can get involved in preventing incidents before they occur.
Title IX Information
Under Title IX, all employees who know or reasonably should know information related to harassment or other sexual misconduct (except if the person received that information through a privileged relationship such as a licensed therapist working with her or his client or an attorney giving legal advice to her or his client) must inform the University’s Title IX Officer, Sheila Johnson-Willis, 005 Steele Hall, 315-443-0211, TitleIX@syr.edu.
The Title IX Officer is responsible for evaluating requests for confidential reporting for confidentiality and the range of appropriate factors that will be considered in weighing confidentiality requests. Confidential reporting is available through TIPS and Ethics Point.
Syracuse University will take necessary steps to prevent recurrence of harassment to correct its discriminatory effects on the reporting individual and others, if appropriate.
Syracuse University will take steps to investigate and respond to complaints consistent with a survivor/reporting individual’s request for confidentiality, but that its ability to respond may be limited in the event of such a request (including pursuing discipline against the accused) and or that it may have to override a request to meet its obligations in limited instances.
